Hiroyuki Okiura(沖浦啓之) was born in 1966, in Osaka Prefecture. He is a member of JaniCA and one of the three wolves of I.G., along with Tetsuya Nishio and Kazuchika Kise.

He joined Anime R studio in Osaka when he was only 16. He made his animation direction debut on Black Magic M-66, when he was only 18 years old. He learned from Moriyasu Taniguchi in Anime R, where he started developing his own style. He was specialized in mechanical animation at first. After temporarily going to Tokyo for working on Akira there, he moved completely to work on Roujin Z.

He met Bones co-founder Hiroshi Osaka and Kauzuchika Kise while working in Anime R.

Along side Inoue, Okiura is considered to be one of(if not the) best realistic animators of the anime industry. "Okiura’s animation pushes photorealism to the limit, his scenes so lifelike that they’re often confused for rotoscoping. He draws characters with realistic proportions and weighty movement, and is a perfectionist in the minor details. He’s particularly skilled with busy crowd shots. Influenced by Yoshinobu Inano, Takashi Nakamura, Yoshinori Kanemori, Nobuteru Yuki, and Yoshinori Kanada"1.

He worked on most famous realistic works of the 80s and 90s, along with directing some of them, such as Cowboy Bebop movie's opening and Jin-Roh.

He is married to voice actress Sumi Mutoh, who voiced the heroine in his movie Jin-Roh.
